What is TIPS?

A National Purchasing Co-Op: The Interlocal Purchasing System (TIPS) is a nationwide purchasing Co-Op that was originally created to streamline the buying process for schools, municipalities and other public entities in Texas. Now, membership is available in all 50 states.TIPS was developed to comply with state laws that require governmental entities to make purchases from an approved list of vendors who have gone through a competitive procurement process. TIPS competitively bids and awards all vendor contracts. Membership Registration with TIPS is FREE. TIPS gives members the advantage of leveraging the Cooperative’s ability to obtain bulk discounts, combined with the ease of purchasing via email.

K-Log offers a 5% discount to TIPS members.

Who Can Join TIPS?

Check with your Purchasing Manager: Generally, publicly funded schools, colleges and governmental organizations are allowed to become TIPS members. This includes local, municipal and county government agencies. Churches, private and charter schools, daycare centers and nonprofit organizations are also eligible. However, certain states restrict membership for some governmental entities. Membership qualification is specific to your home state, so verify that your state’s purchasing law allows for the operation of purchasing Co-Ops. Can We Be A Member Of More Than One Co-Op?

Yes, membership is allowed in TIPS and other Co-Ops: Many organizations are members of TIPS, as well as additional Co-Ops and purchasing contracts. This offers the benefits of a wide product selection from multiple approved vendors.

Can Membership Be Done Online?

Register online in a few simple steps: Membership registration can be done online in most states. Just go to the TIPS website at and click on the “Membership” tab. Because membership documents vary by state, it’s always best to check with your purchasing administrator to confirm what the statutes are in your particular jurisdiction.

As A Member, Are We Restricted To Only Purchase From TIPS?

No, you still have purchasing choices: If your organization becomes a member of the TIPS purchasing Co-op you are still free to purchase from your choice of vendors. You are not restricted to making purchases solely through the Co-Op. Being a member of a national Co-Op is non-exclusive, so the choice is yours as to who you order from.

How Do We Place Our Purchase Orders?

Email the PO to TIPS: Contact us for a formal quote, including shipping, before placing your PO with TIPS. Then prepare your purchase order as usual, referencing “TIPS Contract # 1102215” with the 5% discount subtracted. Email the PO as a PDF file to: TIPS will record the PO, forward it to K-Log for processing, and send you a confirmation that validates the purchase.
