What is PCA?

A National Purchasing Co-Op: Purchasing Cooperative of America (PCA) is a nationwide purchasing Co-op, administered by Region 3 Education Service Center (R3ESC), an agency of the state of Texas. PCA facilitates the buying process for public entities by providing the procurement process that complies with state and federal laws that require governmental entities to make purchases from vendors who have gone through a competitive solicitation response and evaluation process according to Texas purchasing and contracting statutes. R3ESC awards and holds the vendor contracts.

Who Can Join PCA?

Check with your Purchasing Manager: Educational institutions; local, state and federal government agencies, including Indian tribal governments; and non-taxed, non-profit organizations, including religious and charitable organizations in all 50 states and U.S. Territories are all eligible to become PCA members.

Can We Be A Member Of More Than One Co-Op?

Yes, membership is allowed in PCA and other Co-Ops: Many organizations are members of PCA, as well as other Co-ops and purchasing contracts. This offers the benefits of a wide product selection from multiple approved vendors.

PCA Membership Registration is FREE. PCA gives members the advantages of

  • (1) leveraging the Cooperative’s ability to obtain discounts,
  • (2) providing contracting expertise and well-written contracts,
  • (3) saving time by providing the procurement process (and due diligence documentation),
  • (4) working directly with PCA Awarded Contractors, and
  • (5) providing contract review upon request.
Many PCA contracts are EDGAR compliant for non-federal recipients of U. S. Department of Education grant funding.

Can Membership Be Done Online?

Register online in a few simple steps: Membership is free and registration can be done online at the PCA website at www.pcamerica.org. Click on the “Members” tab.

How Do We Place Our Purchase Orders?

Through PCA, purchase orders (PO) are issued directly to the Vendor: Contact K-Log for a formal quote that includes shipping, before placing your PO. Specify PCA contract #3-146-16 for Furniture, Fixtures, Equipment and Related Items. Then prepare your PO referencing the PCA contract number and title and showing the PCA 5% discount. K-Log will send copies of POs to PCA with their monthly reporting.
